When a young man is imprisoned for throwing a stone at the police - the gov't is making a point. When the gov't lets a sex criminal off the hook - that's making a different point. People will see through this.

These statistics are beyond shocking. But there's two stand-out reasons for them perhaps. 1. Gov't failure 2. Police failure. Is it time for the People to get involved starting with a nationwide debate?
