FEMA - the US gov't department that helps in the US in disaster situations - appears to have a systemic problem. Only certain Americans receive emergency assistance - the ones who agree with the gov't?

Not using the Alert siren for fear of sending people the wrong way does not stack. The heavy smoke would tell anyone the alert related to a fire and escape was to the high ground. There is so much wrong with this.

POWER CO IS CULPABLE

The power company on Maui is said to have held on taking appropriate action to reduce fire risks as it didn't wish to invest in 'old' energy. Trees and brush were therefore not trimmed or cut back. Result - devastation!
