IS THIS A STEP BACKWARD?

The concept of 2 functions being separate seems right. The police investigate and arrest - the CPS does the legal bit. There's a danger of a full Police State if these 2 functions are mixed. Proper funding is the solution.

Where is this coming from? Anyone would think the gov't are expecting mass riots.  Why would that be?  Could it be that something big is going to break soon?  We all need to be asking basic questions!
