The massive support for a petition about the police ramming a cow with a car, shows we love animals. But do we need to ask - what IS it that makes the police do such things? Sadism, stupidity - or training?

WHY'RE THE INNOCENT BLAMED?

Is this gov't department convicting innocent people of fraud - when it's THEM that's guilty of the errors? If so, why? Could it be, perhaps, to justify greater surveillance - of bank accounts?
