The problem is becoming so obvious now. Politicians, councillors appear incapable of knowing what to do - plus, the police appear compromised if not corrupted. It appears a complete new system is needed.

And people in positions were oblivious to this - when the site was prepared by heavy equipment? Councillors and officials aren't capable or equipped to manage this. But interested people certainly could be.
